HBN, working through SOCITM Consulting, undertook the programme management for the replacement of the social services computer system in a large metropolitan borough council in
England. The old system was mainframe based, and was designed as a back-office system - so there was little ownership of the data by the professional staff, and the system contributed little to the day to day
management of care provision - hence there was little incentive to keep the data accurate, and the service quality was poor..
The new system was introduced as part of a major improvement programme in the Social Care department, and the programme of work therefore involved not only the specification,
selection and procurement of the new system (working to European Procurement regulations), but also the drafting of the contract for the supply and support of the system, and the management of the business process
change necessary within the service. The new system was configured to suit the new processes and procedures developed within the department.
Total contract value for HBN was approximately £200,000, and for its sister company Lambda Research and Consultancy was around £100,000.
