In this project, HBN’s principal consultant, Doug Maclean, was appointed to advise on, and support the creation of a partnering contract for managing the core IT services for two
English local authorities in a single deal.
The work involved considerable preparatory work with the staff of each council to establish needs, then the design of the procurement approach, working to European Procurement
regulations. HBN created the initial requirements specification, developed a Pre-Qualification Questionnaire and evaluation framework, assisted the councils in the short-listing of suppliers, then the main work of
developing the detailed specification of requirements and the Invitation to Tender document (ITT).
HBN then assisted in the selection of the suppliers - being involved directly in the supplier interviews. Finally HBN was responsible for designing and writing the contract schedules
which defined the service levels, payment schedule, and service credit scheme.
The resultant partnership agreement was believed to be unique in the UK - by making the councils’ performance against Government KPIs as a key measure of performance for the supplier
partner, and by creating a partnership of two councils and one partner supplier - leading to significant savings in cost.
The contract was subsequently nominated for three separate awards, and won the Best UK Outsourcing Deal award for 2004.
The work was undertaken under sub-contract to Socitm Consulting, of which HBN is a member.
